Harold Tapper, Ph.D., one of ARRM’s founders, passed away from melanoma on Sept. 14th. He was 73.
Harold was ARRM’s first president (1970-71) and was our executive director from 1978 to 1986.
According to Walt Baldus, who twice served as ARRM’s president, Harold was one of the first licensing agents at DHS and became “a key instigator to move to community based services.”
Harold never worked for a provider agency, but was “uniquely intelligent and committed to the industry,” Walt said. At one point in his career Harold moved to Washington, D.C. where he worked for the federal government.
An ardent sailor, Harold sailed the Florida Keys and once attempted to sail around the world – a journey cut short by hostile ports of call, Walt said.
Harold is survived six children, two sisters and 11 grandchildren. Memorials are preferred to the Solway Hospice House in Duluth. At his request, no services will be held.
